Jeffrey River, "The Commander", has shifted his focus to a new target. In the previous volume, his attempts to acquire the memory card discovered by Ruby were thwarted. Now, Ruby finds herself at the epicenter of his attention. When Ilia tries to rescue his little sister from the turmoil, an intercontinental chase ensues involving agents from The Organization, FBI operatives, a mysterious figure named G, and even an eccentric street beggar.
